美國國會（Congress）分為眾議院（the House of Representatives）與參議院（the Senate）。

了解這個背景，後面的 **control of Congress**、**both chambers** 就容易讀懂。

### Americans Head to the Polls in the 2026 Midterm Elections

On Tuesday, 3 November 2026, voters across the United States are taking part in the midterm elections. They are called "midterms" because they take place in the middle of a president's four-year term. The president is not on the ballot this time, but control of Congress is.

All 435 seats in the House of Representatives are up for election, and a party needs 218 seats to win a majority. In the Senate, 35 of the 100 seats are being contested, including two special elections. Voters in 36 states will also choose their governors. Going into the vote, Republicans hold a majority in both chambers.

Many people did not wait for Election Day. According to an analysis by the University of Florida, more than 53 million Americans had already cast their ballots by mail or in person by 1 November. In the 2022 midterms, about 46 million people voted early.

The first polls close at 6 p.m. Eastern Time, which is 7 a.m. on 4 November in Taiwan. Some close races may take days to count, so final results could come later. The new Congress is scheduled to begin its term on 3 January 2027.

- **The president is not on the ballot this time, but control of Congress is.** **on the ballot**
- **All 435 seats ... are up for election.** **seat** 在政治新聞中是「席次」；**up for election** 表示該席次這次要選，並非「已當選」。
- **Some close races may take days to count.** **race** 是「選戰」，**close** 是「差距很小」；**may** 表示可能，尚未宣布所有選區都會延遲。

| --- | --- | --- |
| **vote** | 動詞「投票」；名詞「票」 | *Many people voted early.* 許多人提前投票。 |
| **ballot** | 選票 | *She cast her ballot by mail.* 她透過郵寄投票。 |
| **the polls** | 在 head to the polls 中指投票所或投票活動 | *Voters headed to the polls.* 選民前往投票。 |
| **poll** | 民意調查 | *A recent poll asked voters about the economy.* 最近一份民調詢問選民對經濟的看法。 |
| **count / recount** | 計票／重新計票 | *Officials are still counting ballots.* 選務人員仍在計票。 |

**搭配提醒：**可以說 **cast a ballot** 或 **cast a vote**；**vote for a candidate** 是「投票給某位候選人」。

### 句型 1：S + be called + 名稱 + because…（……

They **are called** "midterms" **because** they take place in the middle of a president's four-year term.

2：A is not …, but B is.（A 不是……，但 B 是。）

The president **is not** on the ballot this time, **but** control of Congress **is**.

The price **is not** the problem, **but** the delivery time **is**.

More than 53 million Americans **had already cast** their ballots … **by** 1 November.

I **had already finished** the report **by** the time my manager asked for it.

### English Conversation

- **Grace:** Did you see the news? The US midterm election is today.
- **Kevin:** Yes. My American client said she already cast her ballot by mail.
- **Grace:** Wow, early. What exactly is up for election?
- **Kevin:** All the seats in the House, about a third of the Senate, and many governors.
- **Grace:** So the president isn't on the ballot?
- **Kevin:** Right. That's why it's called a midterm — it's in the middle of his term.
- **Grace:** When will we know the results?
- **Kevin:** The first polls close around 7 a.m. our time, but close races may take longer.

- Grace：
- Kevin：
- Grace：

> Early voting has ended in several states, but voters can still cast their ballots on Election Day. Officials say some close races may not be decided tonight.

1. **Early voting has ended in several states**：若干州的提前投票已結束。
2. **but voters can still cast their ballots on Election Day**：但選民在正式投票日仍可投票。**cast their ballots** 與 **vote** 意思相近。
3. **some close races may not be decided tonight**：部分膠著選戰今晚可能還無法分出勝負。

最常見的是 vote；新聞中也常用 cast a ballot（投下選票）、head to the polls（前往投票）。提前投票是 early voting，郵寄投票是 mail-in voting 或 vote by mail。

### on the ballot 只用於候選人嗎？

不是。候選人、職位和交由選民表決的提案，都可能 be on the ballot。 What is on the ballot in this state?（這個州的選票上有哪些選項？）

The race has not been called yet.（這場選戰尚未宣布勝負。）或 Ballots are still being counted.（選票仍在計算中。）
